Front brake rotors and pad replacement also mystery rotation noise from front wheels

First, I've got a 2001 Pearl sedan with 135,000 miles on it. I need to replace the front rotors and pads and have been quoted $525 for all including 2 hours of labor.
My mechanics are willing to let me source the parts and only pay for the labor ($240). If I go this route, I'd need to source the parts for $285 or less to beat the dealer price. What kind of rotors and pads are recommended? I am not against going higher, but not interested in busting the bank.
Second, I've been hearing a muffled rotational squeeking or rubbing sound coming from the front wheels. It is audible at low speeds, but not above 2000 RPMS. Any guesses on the source? Wheel bearings? Control arms?

That price for OEM parts sounds reasonable. I bought my stuff at Blauparts. You could do this job yourself in about 2 hours and save a little money.

Brakes are the easiest part of this car to replace. You should save the $ for the next repair.
Your noise may be coming from the splash guard behind the rotor. Mine became bent/warped just enough to rub the inside face of the rotor disc. You would hear it at low speed. I took them off and beat it back into submission.
If you do the brakes yourself you will be able to inspect the shield and see if there has been any contact and adjust it accordingly.
