Fuel pump just replaced by dealer but still making noise when low on fuel... (m)

Shortly after the fuel warning icon appears in the center display the fuel pump starts making a high pitched whirring or squealing sound. It's kind of like when you were a kid and you let air out of a balloon while pinching and pulling the balloon stem apart so it would make that squealing sound, only this sound a bit softer and more muted.
The old pump did the same thing only the car would actually start to stumble and become undrivable as the fuel tank got closer to empty. The new pump makes a very similar noise but doesn't seem to affect the way the engine runs.
Keep in mind the fuel tank should be nowhere EMPTY. After the warning light comes on and the fuel pump starts whining, I usually can't get more than 13.5 gallons in it at the pump when I fill up.
Any ideas or advice before I go back to the dealer and complain again?
