I use to have a diplomatic Shell card for Belgium. We'd buy in bulk. Was cheaper than water. :-)

You can always take a trip to Russia. About USD 12 cents a litre. One or two of the eastern European countries are cheap too. But be careful, if you got stopped by the cops for 280 km/h it might cost you $5 !!!!
