the California and numbers on his front bumper w/o the actual plate. It looked like it was vinyl and from afar..looked like the real think w/o the plate on the bumper

went to all the trouble to do a good job. Your tags are not of the front plate so it sounds like a reasonable solution to me.
But then again, a cop can kill you the side of the road and get away with it, so I guess they can complain about anything they want.
