Bubble(s) in sidewalls are the result (typically) of an impact. Hitting a pothole is the most common cause of them and the cut near it is a tell-tale sign. What happens is the belts in the sidewall break, allowing that area to bulge out from the air pushing against a now weak area. While its not overly dangerous its best to replace that tire soon.
