If he clammed up, and got the death penalty, there would be a long legal battle to keep him alive (I don't know if it is still true, but it used to be more expensive to execute someone than to imprison them for life, due to the legal costs) and the victims' families would have never gotten final closure. Yes it sucks and this guy should be dead for what he did, but the bargaining process does have some positive societal effects.
