how can i pressure test an IC, off the car? i have an air compressor FWIW

and pvc cap. it worked for me. Fill up a large sink with water... submerg the IC with one hand firmly plugging one end... then BLOW in the other and look for bubbles - seriously! It may not be elegant, but it works.
I found a leak between the plastic 'cap' and the main body - which I resolved by cramping down on the crimps with vice-grips.
