The general rule is 25%....
per one mile gained in elevation. This only applies to normally-aspirated engines. So, Corvette with 400 horsepower in New York only has 300 horsepower, peak, in Denver.
The rule is about 10%/mile gained for turbo/supercharged engines.
The other problem with elevation gain is the fact that the combustion is leaner and as a result the temperature of combustion is higher. This is not good for durability.
