how much stiffer would rear arb make the h&r streets?

If by "arb" you mean "anti-roll bar," which is commonly referred to here as a "sway bar" or "anti-
sway bar," then it will have a stiffening effect. How much is hard to quantify. What's tolerable for one person is intolerable to another. For track driving, it's an improvement; for city driving, it's noticeably harsher. What's more important to you?

well as of now..
i have h&r and bilsteins and the ride is too soft for me. ive been studying for a while, talked to madman about his konigsport 800/1100 setup and am just trying to figure out what is right for me. i really would like a firm ride that will perform well on the street/track.

it will not make the suspension stiffer
it will limit independence of rear suspension, thus producing less comfortable ride when one wheel hits a bump. It may also add some bounce - again as a result of loss of independence to some degree

Then a sway bar is probably not what you're looking for. Consider some coilovers.
I'm not sure that going from H&R/Bilsteins to 800/1100 FKs is a smart move, especially if you haven't ridden on them before. Those spring rates are more than double the stock spring rates, so you could expect a very harsh ride on the street. If you're like most people who will use their car on the street 95% of the time, yet who enjoy several track events throughout the year, you're going to have to compromise one or the other.
My H&R Streets are stiffer than stock but work better than stock on the track. I could get something stiffer for the track, but then it would affect my street comfort. So for me, this is the right setup for now. If possible, try to ride in different cars with different suspension to see what you like the best.
