How would a bad N75 valve affect requested boost?

On cold days (~30F) I will actually only hold 14psi, on 50-70F days more like 16psi (17.5 peak). I've logged and dyno'd, everyone tells me it's not strange enough to throw a fit, but the car definitely does not boost what other OTS Stage III cars boost. On the dyno I've seen up around a 19psi peak but it's very brief and I still taper down 3psi or so.
I made a post about this before, most people tend to think it's normal including AWE. The best I could muster out of the car on 100 octane running the 93 map was a 113mph trap speed. That trap is definitely lower than many other Stage III cars and is dangerously close to what some super-tweaked Stage 2+ cars run.
I digress though, maybe when I have a chance I'll look into it more deeply. Although at this point I'm considering going to the next level so tinkering with this Stage III which aside from slightly low boost runs perfectly may be a venture in futility.
