Might want to check out Volvo's buy overseas program
I was very interested in the S60R around the time I bought my current S4. Their overseas program drops the price significantly, it would've been about $34k one year ago with the options I wanted - and the car price includes a 2 or 3 day trip to sweeden. It was the cheapest way to get the car then, but I'm unsure if it would be cheaper than $11k under MSRP. If it interests you, ask your dealer about it.

People really like that car, dealernetwork is pretty strict with chip/boost altering mods
some seem to be okay with exhaust, intake, but chip it or mess with the boost, you may be in same boat as Audi

No...
...that's not right. There's PLENTY of Volvo tuners including IPD, Evolve, Svenske Engineering, Heico Sportiv, etc. etc. (and that's not even including the multi-brand options like Wetterauer, Powerchips, etc.)
