I keep reading about problems with t-belt tensioner roller. Do you really need to loctite that bolt?

Correct torque is 20 N-m?
I've already installed the belt, but I can re-do it since everything's still apart, but only if I really need to.
How common of a problem is this?

I am not saying you can't do it. But it helps to have someone there to offer encouragement or yell stop if you are borderline.

perseverance on this timing belt swap. Remember that you are performing the most critical single maintenance service that can be done on this engine - no such thing as being too careful or sweating every detail too much, IMO. Use the loctite.

Putting the same belt back on (which is pretty much new). But after all this - I still haven't found the cause of my problem (no heat). All this f'ing trouble just to be able to take a look at the water pump and say looks fine. Seesh....

Makes me think it's not the t-stat, although I don't know how far these things are supposed to open.

87 degrees, then you need a new one. Why not just replace it while you're in there anyways? They're very cheap relatively speaking.
