I know it's possible to widen a set of wheels, but can you make a set bigger?

For instance, widened "steelies" are done all the time in the VW world (as seen in the photo below). Basically a dish is added to the stock steel wheel of a corrado or other VW.
This may be a stupid question but could a dish be added to a 16 inch steel wheel that would increase its diameter to 17 or 18 inches? Obviously, the wheels would need to be widened in order for this to happen. Does that seem possible? Not sure if I'm missing something but it *seems* like it should work to me....

Different curvature if you think about it. Put it this way if you take a circle that is 10in in diameter and a circle that is 9in in diameter. Cut both in half and then put a 9in have next to a 10in half. If you have both connected dead center at the hub in comparison you will have a 1/2in gap on the top and the bottom of where the wheels should meet to make a complete circle.
Imagine then trying to bend the entire wheel so that the 1/2in gap is gone. Then will then meet but then half of the wheel is lopsided. Hope that makes sense.
As far as steelies are concerned i was always under the impression that they are just one piece. Even if you are to widen then you are cutting the face of one wheel i believe and then the rear portion of the barrel of another and then putting them together to get the "Widened" look. Would love to do it for my Jetta but is money. Doesn't seem too unsafe provided a reputable shop does it.

and adding larger dia. rim sections to produce modular 17" wheels, but for a one-off set I think the cost would kill you (and why?).

yes it is possible but it depends whether your steelies are compatible with their barrels. I myself am having 14" centers placed into a 15" barrel but the guy at the shop says he has to see the rims first to see if they are compatible with what they have. He confirmed that it is possible to make rims bigger because they have done it before...
