If I run standalone ECU, Can i still pass inspection using OBDII port? Or is passing not possible

Default typically no... depends on state your inspecting in, but items such as readiness are read out of the
ecu. So if the standalone incorporated the factory ecu, maybe.

Gut feeling says no way.

Whats the benefit of Standalone anyway? Isnt ME7 good enough?

there are no benefits unless you are building a dedicated track car IMO
