i'm having ANOTHER terrible transaction with another AW classifieds person... what should i do?

i bought a RNS-E nav unit from the AW ads, from a member who im sure frequents here in early Dec '05.
at first he was quite communicative, and i sent him the $1500 and we even talked on the phone. he told me he would send me the tracking number when it shipped. well 2 weeks or so go by, no tracking number or anything.
finally after sending him an email every single day, he tells me it was damaged during shipping. well he **NEVER** told me once that it shipped or it got damaged and went ahead and ordered another one. i told him at that point I WANTED A REFUND ON THE ENTIRE DEAL, and he agreed to do so.
but again no major update emails or return voice messages.
he HAS NOT been communicative at all recently, and wont return a single voice mail. i need his money back ASAP, as its ALOT OF MONEY, and getting sick of this ordeal.
what do to here? i contacted another AW member to see if he can assist, but this is just getting to be quite un-fair. over 1.5 months of delay, no $1500 refund. im getting quite upset.
please advise. i called my AMEX card to dispute the charge as i charged about ~$1230 to my AMEX and paid $250 or so via paypal.
i have ALL the emails that went between us on this as well.

M- Amex is very good about claims. You pay the extra $$ for an annual fee for a reason. This is exactly one of those reasons. Just keep all documentation of the transaction. I'm sure that amex has asked you to write a letter regarding the purchase/transaction. I know, I know...this will all probably take time to get yer $$ back. Paypal will take 30 days, but you WILL get your money back. I've had disputes before.

but this is getting out of hand. im sick of people who cannot sell **** and keep the buyer in the loop after the money is sent.

honest people to make purchases and in effect hurts you if you want to sell something since less people willing to buy. I am sure AMEX will cover you for the other purchase most credit cards are very good about that. sorry to hear about your new ordeal. MODS we need to do something about this, if there is a way to post at least a sellers AW history date of sign up and # of posts that would be a start.

and its past the 45 days with paypal to file a complaint. man, what the hell do i do to deserve this ****?
