I've heard it's helpful to warm up and cool down the engine...

Why? And what is a good procedure for doing this? When is it safe to go and when is it safe to shut it down?

You don't need to start the car and wait to drive, just drive off boost for the first five minutes (or longer if it's cold outside). I drive below 4,000 rpm and no quick acceleration. When my temp needle hits about 200 degrees I gradually increase power. For cool down, if my needle is reading 240, I don't worry about it. I've never actually cooled down my car, I just drive real easy the last 5 minutes.

with small oil lines. turbos can't be lubed very well wiht cold oil, so it is best to be easy on teh boost before the oil warms up. don't want turbo to go bye bye. cool down is just he opposite...and most important when you've been driving hard...you want the turbo to cool down a bit. in most everyday driving, just take you last couple miles as off boost as you can, and you should be fine.

It really pisses people off in the morning when I'm taking 20 seconds to accelerate to 35 mph, but screw them. I do it in the right lane so it's not like they can't pass. I'm not going to screw my turbos just because some guy in an Echo is angry.
Anyway, I also drive really easy the last few miles of a trip, and will usually pop the hood once I know my speed isn't going to be too high. It's amazing how much this cools the engine down. I usually let the car idle for a minute and open the hood when I get in to my parking garage. I've never shut the car off with the needle above 225.

I remove top engine covers and fog lights in the summer.
Removing the bottom cover will help a lot more, but I don't want to get all the dirt in the engine bay.

cover on. I think it's part of the car's aerodynamics. Removing it would add a lot of cooling though, especially to the oil pan.
As far as poping the hood. The speed limit on my road is 35 mph, as soon as I turn on to it, I just reach down and pull the hood release. This lets lots of cool air in through the grill and (I suppose) heat to escape out the sides. Usually, by the time I get home, the intake and y-pipe are cool to the touch.
