LI-S4, what is VBR in regards to mp3s?

Bits are bits, so whatever the max bitrate you specify is, that will set the max quality.
What VBR allows for is smaller files, as it will use *less* bits for sections of music that don't need it.
Usually VBR encoders have you specify an average bitrate. That means that the encoder will try to use about that many bits, but if needed will use more, or if not needed use less. This has the possibility of having the best sound for a given filesize.
I don't have an iPod (I have a phatbox), but I'd choose one of the alt-presets in LAME when encoding. Lots of people who care far more than I do have spent hours tweaking the params for LAME. There should be a description somewhere of what the different preset settings mean, and which is best for certain kinds of music.
