my car is on "fire"! the center console is smoking!

A few weeks ago, I began noticing an unusual amount of heat coming from underneath the dash board, to be more specific, from the driver side(mostly) & passenger sections of the dash (or center console). This was after driving for about an hour in PM rush traffic. The center console on the driver's side was smoking hot and my right calf and foot were on fire. This was with the A/C off and the windows open.
Then this past Friday, after driving for 50 minutes in PM rush traffic with the A/C on, the same thing happened again. This past Sunday, it only took 25 minutes with the A/C on in light traffic for the center console to heat up.
It never happens during my 20 min morning commute to work.
Pro-Imports in Rockville thought maybe it was the catalytic converter or the heatshield but then they found them to be fine. My car also passed Virginia emissions a couple of days later and the catalytic converter passed its test.
Has anyone experienced this problem with heat from the center console?
