Steam clean it off. Cement is very difficult to remove from a vehicle without damaging paint.

Try vinigar. Are these "spots" or large blobs? If they are large blobs, try the pressure washer to remove the chunks, then vinigar on a sponge to remove the additional residue. You can let it soak for around 30 or so seconds.

Default to be totally correct it's "placing concrete"

concrete is placed not poured... it's a structural material..
