OK, my low beams are pointing down and the adjustment mechanism isn't helping

agreed, im sure this is the problem
the dealer was working on one of my headlights and failed to mount the motors properly.. the result was 1) very low aim (screws had no effect) and 2) whole internal housing bouncing around on bumps because there was nothing anchoring them.

if you take the bulb out, the "wire" part should be facing down
also, there is a slot on the base of the bulb which should align with the housing if installed correctly.
