it's rate of theft (Thefts/Registered Cars of that make & year), not total theft volume
makes it easier for the 2002 S4 to get high on the list.

This type of metric is better than an absolute metric.
It doesn't make sense to post overall theft numbers--thefts should always be expressed as a percentage of thefts to the number of cars of that model on the road.
