Okay ... which is faster STOCK ... an S4, or a '95 M3? How 'bout a '98 M3? Thanks.

in speed, but the S4 has turbos. I ended up getting an M3 because: 1)it was new and there weren't any new M3s available 2) its turbo-charged (which create extraordinary tuning possibilities) 3) it has all-wheel drive, and 4) is less expensive by thousands of $.
There's more aftermarket stuff for the BMW to customize the looks of the interior and exterior. In the performance arena, there are superchargers available for the M3, which might work for you price-wise. I'd stay away from nitrous oxide. I learned that on my Passat - burned valves really suck! ;->
