What are you comparing it to?
What are you using as the baseline for what the "real" temp is?
If it's one of those clock/temp signs on banks and such, remember that the air temp on a busy street (especially in stop-and-go traffic) is going to be a few degrees hotter than the ambient air near the temp gauge being used for the bank sign. Asphalt radiates a lot of heat, and all those hot, idling cars warm the near-surface air even more.
