You read my post, correct?
I said don't blame GIAC for this. They developed a test chip at a customer's request. AWE facilitated this by providing this chip to the customer. We don't know if this was sold or given for free with the caveat it was test. No one disputes it came from AWE, but Cheng didn't get it from AWE, he got it from eBay. Whoever got it from AWE either put it on eBay, or someone got it from the original owner and put it on eBay. Either way it is not GIAC's or AWE's fault. Somebody sold a chip they shouldn't have, and Cheng used a chip of unknown origin with an unknown part number.

I was thinking the same thing. GIAC could provide "EXPERIMENTAL" labels for unreleased programs.
It's throwing out the baby with the bathwater for AWE to say they won't provide experimental programs.
The issue here is that the experimental program was confused with (or deceptively misrepresented by the ebay seller as) a standard progam. The solution is obvious. Label them differently.
Maybe even make a bigger label with a disclaimer.
