it's not the max boost it's the the speed at which the boost ramps.. the N75 has trouble
controling the boost causing the TC, IIRC ..however you may have some other problem.

IIRC overboost TC happens when actual boost is ~200 mbar (2.9 psi) over requested.
Here is an example on overboost TC on GIAC-X (see link). Requested boost is 16 psi and it spikes to 22 psi, causing it to pull throttle and create a dead spot in the HP curve.
By the way, I just ran with the new GIAC-X code, which does not have overshoot behavior to fix this.
