Power shifting is when you dont use the clutch
When you dont lift from the throttle is called "speed shifting". This is used during drag racing to keep the rpms up and so the boost never falls below zero. When you speed shift your going to put some wear on the clutch since the clutch is spinning at one rate and the flywheel is increasing with the rpms, this a little less harsh on the clutch then launching at high rpms.

that's not the generally accepted definition of power shifting -
that slang was originally used to describe what you said, often when referring to shifting gears on tractors, but according to all the modern definitions I could find - power shifting is a shift without lift
Power Shifting: Refers to shifting gears without lifting the foot off the gas pedal. Shifting must be done quickly or the engine will rev too high. Don't let the engine rev more than 500 rpm between shifts. Not for the uncoordinated!
