What is the best way to create them?

Gut them without cutting them open?

Or gut them after they have been cut open and reweld them?

Also, is it best to use the antifoulers or relocate the O2's?

I have piggies with no cats, and pounded out the pre-cat material, and had test pipes welded where the main cats were. Some folks suggest cutting open the main cat can on top and emptying the catalyst material and welding it shut so nothing looks unusual during a visual inspection. If you gut both sets of cats, it doesn't matter where your o2 bungs are. You will either neet to get test pipe code(ASP has it IIRC), anti foulers for the rear 02's, o2 simulators, or live with a CEL.

If you just gut the precats, I suggest relocating the rear 02 bungs to behind the main cats. Anti foulers have not worked great for me.

for 50 bucks the muffler shop can put new o2's on and plug your old bungs.

I did it this week.
