Radio Code and local dealer

My battery died on me and the radio is in safe mode. The radio card does not have the code no. recorded. I got the number from the trunk sticker and it didn't work.
I have read here that the dealer should supply the code if I pull the radio and get the serial number. My dealer says that they will not supply this info. - I have to pay them $44.50 to pull the radio and input the code. He made it sound like it was an Audi decision to go this way.
Not that it's a lot of money, but I like to do as much as I can myself.
Is that what all Audi dealers are doing now? Do I have any alternatives to getting this code?

It is a pretty new concept and I know at our shop
it can only be done by the tech's it used to be done by the service advisors ,I think a typical shop will probably charge a 1/2 hour labor for this .It is such a pain that I hook up an outside power source to maintain the code when I remove the battery because of the added time involved.
