Replacing stock bulbs to 8K or 12K would that be safe?

Safe? Explain this question further.
The stock setup or the step above give you the best light (best isn't the word I need, but it'll have to do.) When you get up to the 10-12k, you get bluer, which means light that isn't as good. (Horribly explanation, but it works.)
