Re: Add ECS Tuning to the mix too, they sell the OEM RS4 bumper.
What is the Difference between the RS4 bumper and the one that sells sometimes on Ebay for $400 ish that is from Reiger? Is there any difference in style and quality? Why not save $500 if there is no difference.

Sure there is a difference. OEM RS4 bumper is exactly what Audi installs on the RS4's in Europe.
Whereas the Reiger (and others) are copies. Not sure about material differences between OEM and Reiger, but usually the OEM body parts are the best you can buy while the copies could be lower quality.
