Should an infant qualify for the HOV lane?

I was driving back from the airport a bit ago, picking up my friend, and what did I notice? A woman in a station wagon in the HOV lane where the minimum is 2 people but I couldn't see the other person.
WTF? Then I noticed the baby seat in the back with an infant (not older than 6 months). This kind of ticked me off because I don't really think that infants and toddlers qualify as HOV occupant worthy status.
I know some of you are going to flame me for this, so I'm going to put my Nomex crap on.

Seriously...
HOV lanes are meant to move large number of people as the *group* of passengers have chosen to travel together, in the interest of saving fuel, traffic congestion, and other more important things.
I don't consider an infant or even a young child as HOV worthy. HOV was typically intended to alleviate traffic congestion, an to motivate workplaces to come up with solutions that help move traffic around cities.
I don't care if you have 3 screaming kids. It does not qualify for HOV status as they are not able to drive and help towards relieving cities of traffic congestion.

the woman was pregnant (hey, let's have an abortion discussion...it can't be any worse than arguing about chips!), but if it's born, it's a passenger. While I am not totally sympathetic to breeders (even though I've got a son), having a screaming baby in the car should allow one to use the hov lane. And considering that my son would only take a nap if we were driving somewhere, the hov lane made my life much more palatable.
