Slow clutch pedal return..

Slow clutch pedal return..
The Clutch pedal returns slowly after shifting, and sometimes "pops" up after releasing the petal. It does it in every gear, regardless of speed, rpm, etc.
It returns ~80% to the top (home position) with no hesitation, but the remaining ~20% is slow.
Just had a new RS4 clutch w/ resurfaced flywheel installed.
The pedal would only return 1/2 way after the install, so we <u>replaced both master and slave cylinders.</u> The pedal returned to the correct position after they were replaced, but I still have the slow return/hang at the "top" of the clutch travel.
Clutch engagement/disengagement is perfect, no slipping, etc.
<b>It seems a worn/broken clutch pedal spring could be the culprit after searching teh archives, but wanted to get more opinions. </b>
