The RE040 tires don't have the M+S designator on them, so I don't think they can be considered all season. I haven't seen ANY info on the Bridgestone web page about this tire to confirm its properties, but I'm sure some Pirelli 210A or Michelin Pilot Alpins would do much better in snow/ice, without overly compromising dry road handling.
I've lived in DC area long enough to remember some pretty snowy winters. And we usually get a few ice storms each year. I think it's worth the investment for a set of good winter tires/wheels even in DC, especially if you have to rely on the car for daily commuting.

Without being harsh, I will say this concerning snow tires for those of us living in the DC metro area:
Don't worry about them. Why? I'll say this, when there is ANY significant snow accumulation in the DC area, the place virtually shuts down. If there is enought snow on the ground to warrant snow tires, you prolly' ain't gonna be going to work anyways. Also, if you are at work and it starts to snow, are you really gonna RISK your beautiful S4 on snow on the Beltway (or where ever) amoungst some of the worst drivers in the nation? Absolutely not! You'll book yourself a room or sleep at the office/job. Need I say more.......

Most snow tires are only certified for 210 km/h.
The michelin pilot alpin is the only one I know that is certified for 240 km/h.
As far as I know the is no snow tire certified for 250.
I think 240s should be ok. But the 210 are a bad choice, since you always have to keep in mind that your on snow tires.
