question for you CSI-types: any way to determine for sure? She said it was a pretty clean ~1/2" - 1" long cut on the sidewall about ~1/2" from the treadblock.

"You saw him do it", but he ran and wouldn't stop when you were yelling at him. He also had an ounce of Coke on him to that you saw him selling to school kids, on school property. I had a friend go down this road before. The police will question him, he'll trip up on his lies, etc. Even if he didn't do it, he'll admit he did after a good interrogation from the Po-Po.
