I would hope it's something like "the last 2 numbers of an upcoming lotto drawing"
that way everyone feels comfortable that it's truly random.
if the last 2 numbers are 00, then entry 100 wins. Granted, you need to make sure it's a lotto system that reuses the numbers, otherwise 00, 11, 22, 33, 44, 55, 66, 77, 88, & 99 are SOL ;-)
