The additive packages aren't really for octane
The additive packages you are refering to are the detergent packages (like Techron) that are added at the terminal when the gas goes into the truck.
Except in CA or Texas/LA, most of the gas at all of the different stations is coming from the same refinery (whichever one is closer). It is too expensive to try and compete with shipping costs.
