The tuners in Europe, as of now I only know of MTM, O.CT, and Forge, are legally responsible for the HP and Torque #'s they claim. Here in the states tuners are not held legally responsible for the #'s they post. I heard of someone in Europe serving some jail time for false claims, and he is a tuner.

is worth it. Too many guys cobble together their own mish mash of components, add ons etc.. and then wonder why the SW isn't working as advertised. Part of it is the fault of the tuners that sell just the SW and part of it is the fault of the consumer who thinks the tuners should be responsible for guaranteeing performance on a car that may have different or additional mods than the tuner developed their SW to.
A chip and exhaust is one thing but when you start getting involved in turbos, IC's, fueling and other plumbing changes, the likelyhood of a small deviation or problem being magnified only increases.
MTM gets knocked for not breaking up their Stage kits and for charging too much yet I think their overall system approach is the only way to fly if you want the verified performance and the testing that goes with that.
The only thing that seams really out of whack is their exhaust pricing.

If anything they are generally concervative.
I believe they have to be TUV approved as well. There's some level of oversight to the process.
