He has more restrictive downpipes...
which probably negates any gains from the cams and heads.
Water injection is not a power adder, it simply prevents you from losing power due to heatsoak. This has been proven on the dyno.
Anyway, its not a direct comparison so it neither proves nor disproves your statement.
My experience with dyno tuning MANY S4s is that well built K04/RS6 hybrids (well built turbos themselves, not the cars) are good for some additional horsepower over straight K04s.

Maybe my math is wrong but that yeilds far less than using AWE's method of multiplying by 1.28...
and both EPL and AWE are using the same dyno I believe. Am I missing something? 8% vs 28%?

Automakers are subject to strict penalties when it comes to advertising hp and performance figures.
Mazda screwed up with the HP figures on the Miata one model year and had to offer to buy back the cars or give the purchasers $5k cash back, IIRC.
Auto manufacturers DO NOT overrate their advertised HP. They underrate it if anything.
