I don't believe they actually know for sure. I think what you MIGHT give up in lower rpm torque you more than make up for in higher rpm torque and HP curves. Those parts flow alot more air than stock and combined with the right level of tuning designed for those mods I am betting they are worth it. If anything, instead of losing anything you most likely gain tq and HP but you move them up the curve and to the right.
I thought Jason from ND did some early testing in early 2004 with this theory and had some decent numbers to show for it ?
It's kind of stupid, it's like saying a rs4 engine is no more powerful than stock S4 engine. Slight exageration I know but you get the point....
In the end, it may not make much more power ( I still think it does ) but it certainly extends the rpm band. doesn't a stocker start falling on it's face around 5500 where an engine with all those poarts you described can run strong to 7K.
