I choose a drill bit a wee bit smaller than the diameter of the bolt(make sure you are drilling dead center. I always chase the threads with a tap after words), and drilled all the way throught the bolt, in the process, the bit "catches" the sides of the hole in the bolt you are making and "screws" the broken bolt out the other side of the hole. This of course only works if the bolt can pass through the otherside. Confused? I've done this many times on motorcycles, aircraft as well(in my jarhead days), when broken screw extractors (even good sets) don't work well. let me know.
