Stupid question: Does a chip affect turbo spool up time?

Since we are talking about ALOT more boost with a chip, it is hard to say if there is actually a change.
For example, peak boost on a stock S4 might be reached at 4k because it only boosts to .8 bar. But it might take a chipped S4 until 4.3k to reach peak boost because it is boosting to a full 1.2 bar.

And it seems like the GIAC spools up faster. Could that be because the GIAC M box has more power, thus feels like it is spooling up faster?

it doesnt change the angular acceleration because thats determined by the amount of air and velocity from the cylinder bank. since the ecu is probably programmed stock to keep the wastegate closed during spool up to minimize lag time. A chip just goes to higher boost, so a chipped ECU wouldnt open the wastegate until a later time when the boost is higher. Just my assumptions here.
obviously chipped ECU's spool up to higher boost pressures so it would take slightly longer than reaching stock boost, but time to reach stock boost would be the same for stock vs. chipped IMO.

spin for larger periods of time or 3. cause them to spin at higher RPM 4. all of the above.
