Random orbital (such as the Porter Cable buffer) is pretty safe. Ask on the detailing forum... there are some great detailers on there.

Random orbital polishers are safe because they don't have hardly any cutting power, therefore you will be there forever if you want to take out swirls. You need a circular polisher to take out swirls but if you don't know what your doing it can burn through the paint. You need to be extra careful on creases/ridges on the car as they will become hot spots if you do not let up pressure there.
Also, I believe the negaro blue color has no clearcoat. I do not know how this affects the process.

you will burn your paint if you are inexperienced!! Use a Dual Action Random Orbital PC and work it slowly with a medium pad. Go to a more agressive pad if needs be.
