2nd, maybe post a pic so we can see what exactly your talking about...
Also i would suggest that if you have not used a orbital/buffer before dont try it. First i would try maybe some light rubbing compound (3m is the best) with a microfiber rag if its severe...

This? I have used a buffer in the past, but not on this car as of yet. She really needs it.
