Default Testing O2 Sensors?

Will defective O2 sensors always throw a code? Or is it possible they are bad and not throwing an O2 sensor code?

I am trying to troubleshoot a P1136 ans P1138 lean codes.

Measuring block 32 Idle readings are running 8-10%. At speed readings are normal.

No leaks found. MAF replaced no help. Fuel filter replaced.

Could it possibly be bad O2 sensors? Remember I have at idle lean codes on both banks.
