Is there a limit to the length of a wheel bolt?
I have to get some wheel locks for my new wheels. The new bolts are 31mm cone seat (stock is 26mm ball seat). PureMS only has 29mm and 32mm cone seat.
I'm assuming there's no problem with going with a 32mm, but it just raised the question since I've never really investigated.

Yes
If the bolt is too long in the front it can contact the upright which is behind the hub.
The limit is about 9-10 full rotations of the bolt before it gets beyond the hub.
Usually +/- 1 or 2mm isn't an issue, but it does depend just how many rotations those 31mm lug bolts you have gives you.

Hmm.. how about this?
Out of curiousity.. are wheel bolt holes machined in a consistent way across most wheel brands? As in, providing a consistent thickness?
Rather, all things being equal, will a 26mm ball seat lug in Wheel A extend past the mounting surface the same distance as a 26mm cone seat lug would in Wheel B?
I'll probably just order the 29mm and play it safe rather than having to send back a second set of RAD locks.

Nope
Wheel bolt length is dependent on the wheel. Each manufacturer makes their wheels with varying thicknesses to accomodate different length lug bolts.
You need to check with each wheel manufacturer for their recommended lug bolt length.
The nice thing with genuine Audi wheels is they're all made to Audi specs, which is that they must use the same 28mm Ball Seat lug bolt.

In addition to agreeing with everyone that there is such thing as too long I will tell you that I
was between sizes on my allroad with BBS wheels and 15mm spacers. Too short is dangerous and too long makes contact. I bought the longer lugs and ground them down about 1.5mm to provide clearance. I was told I could special order lugs in an exact fitment, but much more $ for something that is already kind of expensive. Have had not problems in 40,000 miles or so with my slightly ground down lugs.
