Is there more lag when running k04's on ko3 software?

So what is actually going on when KO3 software, in my case MTM, works with K04's?
So I am driving along in sixth gear, up a hill and slowly floor it, the MTM chip will demand maximum boost and tell the K04's to give it 15 lb. I noticed that driving in Colorado on K03's with MTM Stage yielded sustained boost of 15 lb with spikes of 17 lb. The K04's will give 15 lb of boost but with more mass flow rate. This will start to max out my fuel system causing me to run lean. This is the way I understand it.
So other than fueling increases do K04 chips raise boost levels over that produced by, lets say, an MTM Stage I chip running max boost of 1.0 bar???
