ive had good luck with these things
i tried all the things you did and the bolt i was trying to get off looked like that. 2nd! My bolt is stripping, and on top of that, the threading is also fuxxored. I couldn't torque the
damn thing in to the right torque last week. I just get tightening and tightening and the torque wrench never clicked. I finally gave up.
I think it's tight enough so that no oil is leaking, but I will be switching back to OEM on the next oil change.

suggestion...change the oil and replace the bolt now
This is just silly...you know it's not torqued right, and you know the threads are chewed...if that bolt manages to back out and dump your oil.....well, let's just say it's not worth it. Change the bolt and chalk up the $40 in oil hopefully sparing your engine and turbos of an impending disaster.
