Upper Control Arm Install

When torquing down the upper control arms, Bentley says to tighen them at a specific angle (don't have it on me), but all DIY's say to torque it at ride height. I replaced them all a few months ago using Bentleys angle method and just noticed my FR upper rear bushing is shot. I replaced that one this weekend, but am not sure if it was defective or if I should have lowered it to ride height and then torqued them. Do you think it's necessary for me to get in there and loosen them all, jack it up to ride height, and re-torque them? I figured the angle given by Bentley was compensating for them being installed while the car is not at ride height. TIA.
Random... How much difference does replacing the fuel filter make? I'm debating doing it this weekend since I don't think it's been done yet at 80,xxx mi. I got the car recently.

I have always advised to torque to spec only after lowering to ride height, and cannot comment on the angle Bentley has advised. Maybe someone else can give some further insight into this. As far as the fuel filter - it's cheap insurance. You really don't want to end up lean.
