are pushing an amount of air matter that, at whatever temp, exert the same pressure on the intake tract as the atmosphere does on anything else....
Vacuum means the engine is 'sucking' air inwards.....not enough 'stuff' pushing the turbines to make the compressor wheels spin up, so they are actually acting as resistance to airflow....
this is my guess on it.

However, the engine doesn't "suck" in air when there is a vacuum in the intake, the atmospheric pressure actually "pushes" the air in. Yes the engine is creating the vacuum. It's one big air pump!
When you use a straw you decrease the air pressure in your mouth/body by "sucking in", the atmospheric pressure in the cup pushes down on the liquid forcing it up the straw.
It is all about Newton's 3 laws:
F=0
F=ma
