Weird issue: outside temp resets to 30's and climbs back up to correct

Weird issue: outside temp resets to 30's and climbs back up to correct
So this has only happened twice, but I'm curious if anyone has ever had this happen. Both times it happened it was over 90+ outside. I notice cause my AC kicks off (goes into that mode the car is in when you first start it).
AC turns pretty much off, semi-hot air slowly leaks from vents as if you just started the car and its waiting for the compressor to get to effective instead of flooding the cabin with hot hair. Then i notice the outside temp reads in the 30's of course the snowflake is there too (automatic based on temp) and then the temp climbs back up to normal. AC kicks in around the same time it would if you had just started the car. (is it a 30 or 60 second delay?)
Should I just buy a new temp sensor and replace the one in the bumper?
